This paper explores Tehran’s sustained campaign of espionage, cyber intrusions, political influence, and even assassination plots targeting dissidents and institutions in Denmark and Norway. It argues these are not isolated incidents but deliberate elements of a coordinated strategy by Iranian intelligence—which exploits the region’s perceived vulnerabilities. The report underscores the urgent need for Nordic authorities to strengthen surveillance, cyber defenses, and diplomatic cohesion against growing Iranian covert activity.
